The Department of Homeland Security said U.S. Immigration and Customs Enforcement took Nigerian national Chimaobim Adedayo Igbojekwe into custody on October 1 after he pleaded guilty to a misdemeanor disorderly conduct charge tied to a public exposure incident in central Pennsylvania.

DHS identified Igbojekwe and cited local reporting that indicated he had been working as a canvasser for Janelle Stelson, the Democratic nominee in Pennsylvania’s 10th Congressional District, when the incident occurred.

According to DHS, Igbojekwe entered the United States lawfully in June 2017. His authorized period of stay expired in November 2019, but he remained in the country without authorization after that date.

Igbojekwe received deferred action in September 2021 under the Biden administration. Following his recent conviction, DHS described him as an illegal alien who is subject to removal.

The criminal case began on September 27, when East Pennsboro Township police arrested Igbojekwe in a residential section of Mechanicsburg near a park. Officers responded after receiving reports that a man had been sitting inside a vehicle for several hours.

Court records summarized by local news outlets said an officer approached Igbojekwe and made contact with him. Igbojekwe then opened the vehicle door while wearing only a shirt, leaving his genitals exposed, according to those records.

Igbojekwe told police that he was waiting to distribute campaign flyers for Stelson. He also pointed officers toward campaign literature that was inside his vehicle.

Police initially charged Igbojekwe with indecent exposure and disorderly conduct. Court records later showed that the indecent exposure charge and one count of disorderly conduct were withdrawn.

Igbojekwe ultimately pleaded guilty to one third-degree misdemeanor count of disorderly conduct. An immigration detainer was filed in connection with his case.

ICE assumed custody of Igbojekwe on October 1 after he was released from Cumberland County Prison. Six days later, DHS issued a statement explicitly linking his arrest to the congressional campaign through the local reporting about his canvassing activity.

“It’s unbelievable that Janelle Stelson would employ an illegal alien to work on a Congressional campaign, let alone a pervert who exposed himself in public,” said ICE Deputy Director Charles Wall.

Wall also said the department is working to remove “dangerous illegal aliens” from the country. He added that the Trump Administration “will always put the safety of the American people first.”

DHS based its campaign connection on local reports saying Igbojekwe had been canvassing when the incident happened. Stelson’s campaign, however, flatly rejected any claim that it had employed him or previously knew who he was.

Campaign manager Alma Baker said, “This individual is not and has never been employed by the Janelle Stelson campaign. If he is an illegal immigrant who committed a crime, he should be deported.”

Baker continued, “We never heard of him prior to the news of his arrest. We are grateful to law enforcement for acting swiftly to arrest him.”

The competing statements leave DHS citing local reporting about Igbojekwe’s canvassing and campaign literature, while Stelson’s operation denies any employment relationship or prior knowledge of him. Both sides addressed the criminal conduct and the possibility of deportation.

Stelson is a former local television anchor who is again challenging Republican Representative Scott Perry. The contest is a rematch of their 2024 race, which Perry won by roughly one percentage point.

The Pennsylvania race is projected to be one of the closest contests in the nation during the midterm elections. It also could prove decisive in determining which party controls the U.S. House of Representatives.
