Rep. Anna Paulina Luna is calling for new disclosure requirements for social media influencers, arguing that foreign governments are using online influence operations to shape American politics and strengthen the far-left wing of the Democratic Party.

Luna said lawmakers should require influencers to reveal whether they are receiving money from foreign governments, pointing specifically to China as a source of concern. She also raised questions about coordinated bot activity on social media and whether technology companies are adequately enforcing their own rules against manipulation.

"Look, the only reason the far left wing party of the Democrat exists currently is because of a foreign influence campaign from China."

Luna said she has pushed House leadership to advance legislation focused on financial transparency for online political influencers.

"Charlie, I have worked very hard to ask House leadership to bring forward legislation that would require influencers to disclose if they're getting paid by foreign governments."

Her proposal would focus on individuals using large online platforms to shape political discussion while potentially receiving financial support from foreign governments. Luna argued that Americans should know when political messaging appearing on their social media feeds may be connected to outside governments rather than organic domestic activism.

She also pointed to what she described as widespread manipulation of online platforms through automated accounts.

"We have an issue with bot farming online on social media, and then social media platforms not enforcing their own terms and conditions, and so what I would tell you is this started with again a foreign influence operation."

Luna's argument centers on the idea that social media platforms can amplify political messages far beyond their original audiences and that coordinated networks of accounts can create the appearance of grassroots enthusiasm where it may not exist.

She said the problem cannot be addressed solely by focusing on individual accounts or individual posts. Instead, Luna argued that lawmakers need to examine the financial networks behind political organizations and online influence campaigns.

Luna specifically referenced funding she linked to organizations on the socialist left, including the Democratic Socialists of America and the Party for Socialism and Liberation.

"We know some of the biggest funders currently never were Singham, one of the guys that's been tied to DSA, Party of Socialism and Liberation, actively in China, avoiding receipt of a congressional subpoena."

Luna was referring to an individual she identified as Singham, whom she said has ties to DSA and the Party for Socialism and Liberation and is currently in China while avoiding a congressional subpoena.

Her comments framed foreign financial disclosure as a national political transparency issue rather than simply a social media regulation question.

"So if this needs to be dealt with, it has to start at the top, and that means ensuring that people are required to disclose if they are getting paid by foreign governments."

Under Luna's proposal, influencers engaged in American political discussion would be required to identify foreign government payments rather than allowing those financial relationships to remain undisclosed.

She argued that such transparency could have significant consequences for political organizing on the left because voters and activists would be able to distinguish domestic grassroots messaging from content financially supported by foreign interests.

"And what I will tell you, Charlie, is if that happens, you'll see a lot of shifting happening within the grassroots of the Democrat Party."
