New video shows suspected illegal migrant Oscar Belgal trying to flee federal immigration agents in The Bronx moments before an ICE agent shot him. The confrontation unfolded Thursday afternoon after agents approached his parked gray Honda CR-V on 225th Street.
Belgal, 28, is seen hurriedly pulling away from the parking spot as two federal agents in plainclothes approach the front left side of the vehicle with their guns drawn. One agent appears to punch and smash the glass of the driver’s side window.
Marcos Charles, head of ICE’s Enforcement and Removal Operations division, said Belgal “accelerated” at the agents and ended up “smashing” into two of them. That reported collision was not captured by the surveillance cameras.
The CCTV footage, obtained by The Post on Friday, shows the agents closing in on the vehicle before Belgal pulls away. The cameras captured only part of the encounter and did not record the alleged impacts involving the agents.

Federal agents caught up with Belgal about half a block away on Marble Hill Avenue, outside the C&G Gourmet Deli, according to the video. Federal officials described him as a “criminal illegal alien” from the Dominican Republic with potential gang ties.
Several shots then appear to ring out beyond the cameras’ view at around 4 p.m. The footage shows several bystanders reacting to the gunfire and dropping to the ground as the confrontation continued outside the frame.

Belgal was shot in the neck and was expected to recover, authorities said. His son, age 5, was seated in the back of the SUV during the confrontation but was not injured.
The Department of Homeland Security said the agents did not know the child was inside the vehicle at the time. The boy remained physically unharmed despite being present during the pursuit and shooting.
NYPD Commissioner Jessica Tisch discussed the surveillance video during a Thursday night press conference. She said it showed the vehicle “move forward” after two plainclothes ICE agents approached, while noting that the “cameras do not capture the discharge.”
“Members of the NYPD’s 50th Precinct Conditions Team were responding to an unrelated call nearby when they heard the report of shots fired, and they responded to that scene,” Tisch told reporters.
“When they arrived, they encountered several men in various forms of attire, including some in construction-style vests, face masks and at least one carrying a long gun,” she said.
Homeland Security Secretary Markwayne Mullin confirmed that the ICE agents were wearing vest cameras during the incident. Federal officials had not immediately released the footage recorded by those cameras.
Mullin said the video showed agents attempting to use their own vehicle to block Belgal’s SUV before he “chose to accelerate at a high rate of speed and ram two different vehicles.” The federal account therefore includes actions not visible in the publicly obtained CCTV footage.

Department of Homeland Security officials said Belgal had previous robbery and drug charges in New York. They also said he has suspected connections to the Trinitarios gang, which was allegedly linked to the shooting of a US Customs and Border Protection agent in July 2025.
The shooting quickly triggered intense backlash from protesters hostile to ICE. A riot also erupted outside the hospital where the NYPD had taken Belgal for treatment following the shooting.
Federal immigration agents removed Belgal from the hospital late Thursday. He remained in federal custody following his treatment as authorities continued addressing the circumstances captured on the surveillance video.
