President Donald Trump’s White House began sending $500 refund checks Wednesday to nearly 1 million Americans who, according to the administration, were overcharged for Obamacare insurance under the Biden administration. The payments return fees collected through HealthCare.gov.

The checks arrive with a letter from Trump directly blaming the previous administration. “For years, the Biden administration overcharged you to fund the operation of HealthCare.gov,” Trump wrote. “That money belongs to hard-working Americans, not the Government, and now I’m returning it to you!”

According to the White House, the Biden administration overcharged user fees that ultimately contributed to high premiums paid through the federal insurance website. The Trump administration says those fees produced more than $500 million in excess collections.

The administration also says the money was not used to benefit the customers who paid the higher premiums. User fees typically cover services including technology support, call center operations, and efforts aimed at enrolling more Americans in health insurance plans.

The Trump administration has reduced funding for those enrollment outreach efforts, according to The Hill. The refund checks put the excess fees back into the hands of eligible Americans rather than leaving the money with the federal government.

The checks are being mailed only a few weeks before the Nov. 3 midterm elections. Affordability and healthcare costs are among the central issues as voters prepare to cast their ballots.

Trump’s accompanying message portrays the refunds as long overdue relief for people who paid into the Obamacare system. “You have paid into this flawed System, and now you are finally getting something back,” Trump wrote in the letter.

Recipients do not need to submit applications or navigate another federal process to obtain the $500 payments. The government has already identified the individuals who qualify, meaning eligible recipients are set to receive the checks automatically.

The $500 refunds are separate from the $5,000 checks Trump previously proposed as a “Trump dividend” and a “reward for people.” Trump connected that larger proposal to Americans enduring what he described as Biden’s poor economic policies.

The refunds come as the administration also targets alleged fraud within Obamacare. Vice President JD Vance announced last week that the Trump administration had recovered $2.2 billion connected to fraud in the program.

Vance said the Biden administration loosened Obamacare eligibility standards but did not adequately verify whether enrollees qualified. At the same time, he said brokers were given incentives to place people into the program.

“You have a system where, on the one hand, brokers are paid money to feed patients into the system, while on the other hand, the government isn’t even checking whether the people enrolled are actually eligible for the program. What do you have? Of course, rampant, rampant fraud,” Vance said.

The administration is taking several steps to combat that alleged fraud. One action involves ending enrollment for 750,000 people whom officials believe were fraudulently enrolled in Obamacare.

Vance also said the administration plans additional verification involving about 419,000 people. Officials expect most of those enrollments to be fraudulent, but the administration will conduct further checks before making that determination.

“The second thing that we’re going to do is we’re going to do some additional verification. We expect that most of these people are fraudulently enrolled, but we’re going to do some additional verification on about 419,000 people,” Vance said. “We’re going to make sure that they’re, first of all, legal residents of the United States of America, and second of all, we’re going to make sure that they actually meet the income threshold requirements in order to receive these Obamacare benefits.”

Vance placed the recovered $2.2 billion against the average annual healthcare benefits received by an American child. He said the administration’s actions would redirect money away from fraudsters and toward the services for which the funds were intended.

“To put into context the amount of money that we’re stopping from going to fraudsters today — $2.2 billion — the average American child receives about $4,000 in healthcare benefits every single year,” he added. “That means that we are saving 550,000 American children’s worth of healthcare that was going to fraudsters and now will go to the essential services for which it was meant to go.”
