A noncommissioned officer is accused of using purported medical training as a ruse to make soldiers undress, then touching them inappropriately and directing other soldiers to touch them, according to court documents.

The allegations involve troops who were subordinate to him.

Staff Sgt. Christopher P. Allen was arraigned Sept. 16 at Joint Base Lewis-McChord, Wash., according to his charge sheet.

Although the arraignment occurred in Washington, the alleged conduct took place at Fort Carson, Colo.

Allen faces charges that include abusive sexual contact involving two women. He is also accused of maltreating seven subordinate soldiers, indecent exposure involving four soldiers, using indecent language and creating an unduly familiar relationship with a subordinate.

The allegations involve seven soldiers in total, according to the Office of Special Trial Counsel, which is prosecuting the case. The group consists of three women and four men.

Court documents allege that Allen constructed the medical training ruse to place soldiers in situations where they were ordered to undress. He then allegedly touched them inappropriately and ordered other soldiers to touch them as part of the purported training.

The charge sheet places the alleged medical training during several periods in 2025. The activity allegedly occurred between March 24 and July 31, and again on Aug. 14.

The accusation does not concern a single alleged encounter or only one subordinate.

The charges identify seven subordinate soldiers in connection with maltreatment allegations, while the abusive sexual contact and indecent exposure charges involve smaller numbers within the broader group.

Two women are identified in the abusive sexual contact allegations, according to the listed charges.

Four soldiers are connected to the indecent exposure accusations, while the Office of Special Trial Counsel described all seven people involved as three women and four men.

Allen also faces allegations concerning inappropriate verbal conduct. According to the charge sheet, he used indecent language between June 1 and June 30, 2025, by asking inappropriate questions about a soldier’s sex life and commenting on a woman’s body.

The charge sheet alleges another period of inappropriate questioning later that summer. Allen is accused of again asking about a soldier’s sex life between Aug. 15 and Aug. 31, 2025.

In addition to the alleged physical contact, exposure and language, Allen is charged with creating an unduly familiar relationship with a subordinate. The source documents provide the charge but do not include further details about that allegation.

Allen’s trial is scheduled for Feb. 22, according to the online court docket. The docket reviewed Friday did not indicate whether he had entered a plea.

The same docket also did not show whether Allen had selected a jury trial or a trial before a judge alone. Those procedural choices therefore remained unclear in the available court information.

Allen is assigned to the 296th Brigade Support Battalion within the 7th Infantry Division at Joint Base Lewis-McChord. His current assignment places him at the same Washington installation where he was arraigned Sept. 16.

Information about Allen’s service record was not immediately available. His unit assignment at Fort Carson, where the alleged conduct occurred, also was not immediately available.

The prosecution is being handled by the Office of Special Trial Counsel.

The allegations detailed in the charge sheet span from March through August 2025 and cover alleged physical conduct, exposure, inappropriate language, maltreatment and a prohibited level of familiarity with a subordinate.
