On Wednesday, Boston-based U.S. District Judge Denise Casper permanently banned Trump’s executive order that required individuals to provide proof of citizenship when registering to vote.

Judge Casper declared that “the Constitution does not grant the President any specific powers over elections,” echoing the familiar liberal talking point that only states and Congress can regulate how ballots are cast and counted.

The decision strikes down key parts of Executive Order 14248, which President Trump signed in March 2025 under the title Preserving and Protecting the Integrity of American Elections.

Trump wrote that the right of American citizens to have their votes counted without dilution by illegal ballots is vital for democracy to function.
