The report said the FBI is investigating the attack and the suspects’ online materials.
Clark and Velasquez were later found dead in a vehicle a few blocks from the mosque. The report said one suspect shot the other before killing himself.
Police previously said anti-Islamic writings and “hate speech” were found on firearms connected to the attack.

The report said symbols were visible on the weapons, including marks resembling neo-Nazi imagery. One symbol appeared to be an Odal Rune, and other markings resembled a swastika and “SS,” which appeared to refer to the Nazi Schutzstaffel.
Authorities also recovered a manifesto that the report said was co-authored by Clark and Velasquez. The document included Nazi imagery and references to white supremacist ideology.
The report said the suspects referenced the 2019 New Zealand Christchurch mosque shooter and claimed they modeled their attack after him. The document also mentioned livestreaming the attack with a GoPro camera.
In the manifesto, Velasquez rejected ties to mainstream politics and described his ideology in extremist terms.

“I am a straight male. I am certainly not left-wing, nor am I right-wing — especially not with MAGA or Trump. Politically, I’d call myself a Third Positionist, specifically aligning most with National Socialism and eco-fascism, though any form of Third Positionism,” Velasquez said in the document.

Velasquez also wrote about religion and race.
“What was I religiously? It doesn’t really matter at the end of the day. As a friend once said, " My religion is the white race,” he added.
The manifesto also included anti-Islamic statements. Velasquez wrote, “Let me preface this by saying I don’t hate Muslims, at least not really. What I do hate is the religion of Islam itself, and what I hate more than that is seeing them here, invading my country.”
Another section of the document was titled “Death to the World” and was attributed to Clark. According to the report, Clark wrote about several topics, including Muslims, Jewish people, and war.
The report said Clark described himself as an “average white man wanting to do the right thing.”
Clark also wrote that he aligned himself with Adolf Hitler and said, “The modern left is retarded, and the modern right is foolish."
The report said the manifesto stated that the motive for the shooting was to “secure the existence of our people and a future for white children."
Clark also wrote that he wanted to “burn this earth down and rebuild it into a new and better society."
The FBI’s investigation is focused on the attack, the livestream, the manifesto, and the extremist material connected to the suspects. The three victims killed outside the mosque were not identified in the provided report.
