With a potential government shutdown looming, Senate Majority Leader Chuck Schumer (D-NY) is positioning himself against the House-passed continuing resolution (CR), arguing that it lacks Democratic input and will not have the votes to pass the Senate.
Speaking on the Senate floor Wednesday, Schumer criticized Republicans for their approach to the funding measure, emphasizing that his party is unified in supporting a “clean” CR that extends government funding until April 11.
“Funding the government should be a bipartisan effort. But Republicans chose a partisan path, drafting their continuing resolution without any input, any input, from Congressional Democrats,” Schumer stated.
“Because of that, Republicans do not have the votes in the Senate to invoke cloture on the House CR. Our caucus is unified on a clean April 11 CR that will keep the government open and give Congress time to negotiate bipartisan legislation that can pass. We should vote on that. I hope, I hope, our Republican colleagues will join us to avoid a shutdown on Friday.”

Schumer’s remarks underscore the divide between the two chambers, with the Democrat-controlled Senate rejecting the GOP-crafted spending package from the House.

The CR would extend funding while allowing time for broader budget negotiations.
However, Senate Democrats insist on a version that does not include spending cuts or policy provisions pushed by Republicans.

Meanwhile, Senator Markwayne Mullin (R-OK) provided further explanation on the CR process, seeking to clarify its distinction from a federal budget or reconciliation package.
Mullin took to X, to break down the mechanics behind the resolution and the implications of Democratic opposition.
“So, I want to kind of give you an update of what’s going on with the CR in the process. I know this is wonky, but I need to explain to you what’s happening. CR is completely different than the budget, which is completely different than the reconciliation,” Mullin stated.
“Now what is the CR? The CR is about FY 25, meaning this is leftovers from the Biden administration. FY 25 really started October 1st. But we can’t start the DOGE cuts and take the priorities of the President of the United States in FY25, we have to start doing that in FY26, which also ends September 30th. So we’re going to cut the umbilical cord with FY25, stop the process of having to try to fix what the Biden administration messed up with their appropriations, and start putting permanent fixes in moving forward.”
Mullin further argued that the CR would allow for spending reforms while maintaining government operations.
He emphasized that if Senate Democrats refuse to pass the resolution, they will bear responsibility for a potential shutdown.
“If the Democrats choose not to vote for this, then they’re essentially going to shut down the government… Schumer will be the one who makes this decision,” Mullin stated.

The standoff reflects the broader partisan battle over government spending and fiscal responsibility.
