During a recent House hearing, Tulare County Sheriff Mike Boudreaux testified about the significant consequences of the Biden-Harris administration’s border policies on his community in California.

Sheriff Boudreaux, who has spent 38 years in law enforcement, detailed how open border policies have led to an influx of violent criminals, drug trafficking, gang activity, and human trafficking, particularly impacting migrant farm workers in his region.

“Tulare County sits in the heart of California, right in the center. We’re a very large agricultural community,” Boudreaux said in his opening remarks.

As a sheriff with extensive experience and as a former president of the California State Sheriffs Association, Boudreaux emphasized that the current situation is dire. “Over the last three years of the Biden-Harris administration, we have a deadly impact of violent criminals coming into our communities,” he added.

Boudreaux recounted harrowing personal stories from his county, including incidents where migrant farm workers are being terrorized by the very criminals they fled from in their home countries. “These communities have to do what’s called paying rent. You must give money to the drug lord or the gang member… if you want to live peacefully within that migrant community,” Boudreaux testified.

He explained how these criminals threaten the families and children of migrant workers, coercing them into drug trafficking, gun running, and other illegal activities.

Sheriff Boudreaux also criticized Vice President Kamala Harris’s past statements on law enforcement, including her remarks about defunding the police. “I can tell you that the words she has often spoken when it comes to defunding the police and ICE being akin to the KKK are demoralizing to law enforcement and those trying to protect our country and protect victims here in California and the United States,” Boudreaux stated.

Boudreaux described specific violent incidents involving illegal immigrants. He mentioned the tragic death of Jody Jones’ brother, who was shot and killed at an AMPM mini-mart by an illegal immigrant who had been deported three times before re-entering the United States. “My deputies got into a pursuit and got into a violent shootout with this man,” Boudreaux recounted, highlighting the danger posed by criminals who repeatedly cross the border.

Human trafficking is another significant issue facing Tulare County. Boudreaux revealed details about an ongoing investigation involving over 40 women from China who were trafficked across the U.S. border and forced into prostitution across California. “We’re unraveling a human trafficking case of over 40 women who are involved in sexual prostitution up and down the state of California, who have found their way across the border and are here illegally,” Boudreaux explained.

Additionally, he discussed the rise in financial crimes targeting the elderly, committed by illegal immigrants from China. “We have financial crimes from Mandarin, these from China who are stealing millions of dollars online from our elderly in the Central Valley,” he said.

Boudreaux concluded his testimony by addressing the growing problem of cartel activity in his county. He detailed the arrest of a cartel operative known as “El Mano Negro,” responsible for over 25 murders. According to Boudreaux, cartel members have openly admitted that it is now easier than ever to smuggle people, drugs, and weapons across the border due to current policies. “Because of the Biden and Harris administration, law enforcement resources are quickly depleted,” Boudreaux warned.

As the hearing wrapped up, Boudreaux reiterated the devastating impact that open border policies have had on communities like his, calling for immediate action to address the growing crises of crime, trafficking, and violence in California and beyond.
