Of 647 detainees who have been transferred out of Gitmo, at least 116, or 17.9 percent, have re-engaged in terrorist activity. Another 69 are suspected of making a return to terror. Combined, that’s nearly 30 percent.

President Obama on Tuesday delivered a plan to close the facility to Congress that includes a transfer of the remaining 114 prisoners to the United States or to foreign countries.
