President Donald Trump celebrated his “big victory yesterday” in a Wednesday tweet after a federal judge allowed his administration to proceed with building sections of the new wall on the U.S. border with Mexico.

U.S. District Court Judge Gonzalo Curiel ruled late Tuesday that the president and Congress “share responsibilities in protecting the country from terrorists and contraband illegally entering at the borders.” He is the same judge of Mexican heritage Trump ripped during the 2016 campaign for alleged anti-Trump bias in his handling of allegations of fraud lodged against Trump University.

The president initially tweeted Tuesday, “Big legal win today. U.S. judge sided with the Trump Administration and rejected the attempt to stop the government from building a great Border Wall on the Southern Border. Now this important project can go forward!”

But then Trump tweeted, “I have decided that sections of the Wall that California wants built NOW will not be built until the whole Wall is approved. Big victory yesterday with ruling from the courts that allows us to proceed. OUR COUNTRY MUST HAVE BORDER SECURITY!”

Trump’s decision Wednesday to delay construction of key portions of California’s border wall signals his determination to secure full border wall funding quickly and end lawmakers’ inaction.

House and Senate members have struggled to agree on an immigration compromise. The government shut down briefly in January after Democratic lawmakers refused to support a federal funding bill unless Republicans agreed to provide amnesty for illegal immigrants brought to the U.S. as children.

But GOP lawmakers insisted on a funding-only measure unless Democrats agreed to include Trump’s demands for tougher immigration enforcement measures, including border wall funding, ending the Diversity Immigrant Visa Program, and halting chain migration.

Trump announced in September that he would be rescinding the Obama-era Deferred Action for Childhood Arrivals (DACA) program, prompting lawmakers to reach an agreement on a legislative solution by March 5.
