Many House and Senate Republicans are calling for a new special prosecutor to investigate the 2010 Uranium One deal, the Clinton Foundation, former Attorney General Loretta Lynch, and James Comey. Former Attorney General Eric Holder should be added to the list, as he was a sitting member of the Committee on Foreign Investment in the United States (CFIUS) before the vote to approve the sale of Uranium One to the Russians, at the time the FBI was investigating the Russian bribery plot.

Did AG Holder know that his FBI was investigating the scheme, and did he inform the voting members of CFIUS about the plot? If he didn’t disclose the information on Russian involvement, then why not? Would the other eight members have changed their votes?

Whether the donations to the Clintons played any role in the approval of the Uranium One deal is unknown. The episode, however, underscores the particular ethical challenges presented by the Clinton Foundation, headed by a former president who relied heavily on foreign cash to accumulate $250 million in assets. This was even as his wife helped steer American foreign policy as secretary of state, presiding over decisions with the potential to benefit the foundation’s donors.

The pivotal person in all of this is James Comey. These four questions with follow-ups should be asked of him:

1.) Was Mrs. Clinton under oath when she was deposed by the FBI? If not, then why not?

2.) Did the FBI record Mrs. Clinton’s 2016 deposition? If not, then why not? It was reported that Hillary Clinton did not swear an oath to tell the truth before meeting with the FBI for three-and-a-half hours that July weekend. FBI Director James Comey testified to House lawmakers that the interview questions and Mrs. Clinton’s answers were not recorded. If he was not in the room, then how could he make such a judgment?

3.) The FBI was investigating the charges that the Russians were trying to influence the Uranium One deal. The FBI knew before the vote that Russians were involved in a kickback scheme before the agreement was signed, but did not inform the Obama administration. What we need to know is whether Comey notified Attorney General Eric Holder of the investigations into the bribery and kickbacks the Russians were making to try to influence the vote. Did Holder know of the investigation and not disclose it to the other eight members of the CFIUS panel or the administration? Why not? Would the committee have voted differently had they known what the Russians were doing?

4.) Did Comey disclose to the administration or the attorney general that his people had had the Russians under investigation since 2009? Federal agents used a confidential U.S. witness working inside the Russian nuclear industry to gather extensive financial records, make secret recordings, and intercept e-mails as early as 2009.

FBI and court documents show that Moscow had compromised an American uranium trucking firm with bribes and kickbacks in violation of the Foreign Corrupt Practices Act. The uranium deal vote was Oct. 10, 2010, yet the FBI was looking into the corruption almost a year before the vote.

Renaissance Capital, a Russian investment bank, paid $500,000 for a speech by Bill Clinton on June 29, 2010. This speech was just four months before the vote on the uranium deal. The Clinton Foundation received $145 million from people linked to Uranium One and UrAsia after the vote.

I can’t help but add one more series of questions, and it goes to the current special counsel, Robert S. Mueller. Do you, like me, find it interesting that the new special prosecutor, if one were to be appointed, could be interviewing you, the current special prosecutor, with this question?

Mr. Mueller, you were the director of the FBI during the sale of Uranium One to the Russian government, weren’t you? Were you aware of the investigation that your agency was conducting into the corrupt practices of the Russian government to influence the outcome of the sale? Did you tell then-Attorney General Holder the progress you were making with your investigation?

The English author Walter Scott said it best about what has been going on in our nation: “Oh, what a tangled web we weave when first we practice to deceive!” These questions will hopefully generate discoveries that will lead us to the truth. We deserve to know the truth and should expect the guilty to be punished.

If people were making contributions to the Clinton Foundation solely on its merits, then they would have continued to deliver on their promises to pay: They have not. We need to find out, if possible, why contributors stopped paying. I genuinely hope that we will find the truth.
