The full effects of President Obama’s most damaging policy — an astonishingly dangerous exercise in social engineering helmed by Hillary Clinton’s likely running mate, Julián Castro — will be felt long after he leaves the White House.

Castro, Obama’s secretary for Housing and Urban Development, is preparing a radical new regulation, “Small-Area Fair Market Rents,” designed to fund the resettlement of poor, urban minorities into wealthy, white suburbs.

“We want to use our housing-choice vouchers to ensure that we don’t have a concentration of poverty and the aggregation of racial minorities in one part of town, the poor part of town,” Castro said.

Instead, the Obama administration wishes to see urban poverty — and the epidemic levels of crime and social breakdown that accompanies it — imported to and imposed upon more affluent, white neighborhoods.

The new scheme mandates increasing the value of Section 8 vouchers massively in order to help the urban poor afford rent in wealthier suburban areas, in addition to providing “mobility agents” — federal real-estate agents tasked with facilitating Obama and Castro’s grand social experiment.

Castro’s new policy, set to begin implementation in October just a few months before Obama leaves office, is designed to buttress the radical “Affirmatively Furthering Fair Housing Rule” implemented in 2015.

AFFH requires that any locality that receives HUD funding conduct an in-depth analysis of it housing statistics by, among other things, race, ethnicity, English language skills, and class — and account for any discrepancies in demographic patterns.

It also mandates that localities take inventory of “community assets” such as transit stations and public parks, and account for any discrepancies in their location and frequency. Once any imbalances are identified, AFFH requires localities to create a plan, subject to HUD approval, to remedy said imbalances. AFFH also requires that this analysis is performed at the local and regional levels.

The radical implications of such a scheme are clear. The wider Chicago area, for example, has a variety of neighborhoods, from largely black, low-income urban areas with multiple family housing projects to leafy, broad-street suburbs with million-dollar single family occupancy homes. AFFH effectively renders the existence of either neighborhood illegal.

The result is that in the interests of “fairness” and “equality,” wealthy white suburban communities will be effectively forced to finance their own destruction by building low-income housing. Castro’s new “Small-Area Fair Market Rents” rule will encourage and help to facilitate that process.

That the Obama-Castro experiment in social engineering will have disastrous results is all but certain, as similar schemes have been tried before — and failed spectacularly. Reports the New York Post:

HUD recently tested this new theory in Dallas with disastrous results.

Starting in 2012, the agency sweetened Section 8 voucher payments, and pointed inner-city recipients to the far-flung counties surrounding Dallas. As government-subsidized rentals spread in all areas of the Metroplex (163 ZIP codes vs. 129 ZIP codes), so did crime.

Now Dallas has one of the highest murder rates in the nation, and recently had to call in state troopers to help police control it. For the first time, violent crime has shifted to the tiny bedroom communities north of the city. Three suburbs that have seen the most Section 8 transfers — Frisco, Plano and McKinney — have suffered unprecedented spikes in rapes, assaults and break-ins, including home invasions.

Moreover, a study of a similar experiment called “Moving to Opportunity,” performed during the Clinton administration, found “no consistent detectable impacts on adult economic self-sufficiency or children’s educational achievement outcomes, even for children who were too young to have enrolled in school at baseline” and that the data “did not show any signs of the large drop in violent-crime arrests.”

Castro is fully aware his plans will result in the importation of significant crime and antisocial behavior into neighborhoods that hitherto have had little to no experience with such problems. In anticipation of his new rule, Castro in April threatened to sue suburban landlords for discrimination if they refused to provide housing to Section 8 tenants with criminal records.

Castro’s push to see violence and crime exported to the suburbs highlights the relative absurdity of conservatives more concerned with the prospect of a Trump presidency than a Clinton presidency. Clinton has vowed to continue Obama’s legacy, and Julián Castro was the man chosen to helm Obama’s quite literal “fundamental transformation of America.”

A successful Clinton/Castro ticket will ensure that transformation continues, making any future electoral success for Republicans that much more difficult.
