Ryan said House leaders are waiting for the Senate.

Vice President Mike Pence, speaking to the National Retail Federation on Tuesday, also endorsed the repeal-and-delay strategy.

“Every day Obamacare survives is another day the American economy and American families struggle,” he said. “We all remember the broken promises that made it possible for Obamacare to get passed.”

Trump took to Twitter on Tuesday to blast “all of the Democrats and a few Republicans.”

He added: “As I have always said, let ObamaCare fail and then come together and do a great healthcare plan. Stay tuned!”

Even if Republicans can pass a repeal-and-delay bill — far from a certainty — there is no guarantee that they would have any more success agreeing on an alternative two years from now. Pye, of FreedomWorks, said passing the repeal-and-replace bill would be a potent issue for conservatives in the 2018 midterm elections.
