Former CIA Director John Brennan addressed ongoing scrutiny surrounding his role in the 2017 Intelligence Community Assessment (ICA) and the Russia collusion investigation during an interview with MSNBC’s Nicolle Wallace this week.

Brennan, who served as CIA director under the Obama administration, is reportedly under investigation by the Justice Department for his handling of intelligence related to the 2016 presidential election.

Brennan described the probe as politically motivated and compared it to authoritarian regimes, claiming the investigation mirrors tactics used by totalitarian governments.

“If a president of the United States is willing to weaponize intelligence and justice… we really are in deep, deep trouble,” Brennan said on Deadline: White House.

He further stated that the investigation into him and former FBI Director James Comey was pulled from “the authoritarian playbook.”

Brennan also referenced Nazi Germany during the segment, invoking the historical precedent to underscore what he described as the dangers of political retaliation against former intelligence officials.

According to Brennan, he has not been contacted by the Justice Department about the current inquiry.

“So I don’t know whether or not there’s any validity to it,” he said.

“If there was, it was a referral. If there is an investigation, presumably if there is an investigation, then people will be questioned. I would be questioned about it. But again, I’ve had no contact from them.”

He emphasized that he had already provided testimony to multiple congressional committees regarding his decisions during the 2016–2017 Russia investigation and continues to stand by his work.

“I think that the people who actually worked this, both in terms of trying to collect intelligence prior to the election and then the ones who put together the intelligence assessment, they really, I think, showed the best of what the intelligence community and what CIA is made of,” Brennan said.

On Tuesday, Fox News reported that current CIA Director John Ratcliffe is highlighting how Brennan handled the 2017 assessment as a central concern in the investigation.

Ratcliffe has previously declassified materials showing that the creation of the 2017 ICA deviated from established procedures.

According to those declassified records, the process of drafting the ICA included what were described as “procedural anomalies” and departures from normal intelligence standards.

The ICA concluded that Russia attempted to interfere in the 2016 election to benefit then-candidate Donald Trump, a finding that became the foundation for ongoing narratives of collusion between Trump’s campaign and Russian actors.

The newly released documents also show that Brennan supported the inclusion of information from the Steele dossier in the ICA.

However, in May 2023, Brennan testified before the House Judiciary Committee that he did not believe the dossier should have been part of the intelligence assessment.

The dossier, compiled by former British intelligence officer Christopher Steele, was later discredited for relying heavily on unverified sources.

Critics have pointed to the use of the dossier in the 2017 assessment and subsequent investigations as evidence of bias within the intelligence community.

The investigation comes as part of a broader review of the origins of the Russia probe and whether federal agencies followed proper procedures during the intelligence-gathering process in 2016 and 2017.
