The Central Intelligence Agency (CIA) has extended buyout offers to its entire workforce, reportedly aligning with President Donald Trump’s broader effort to downsize government agencies and reshape the federal workforce.
Under the terms of the buyout, CIA employees who voluntarily resign will receive eight months of salary along with all benefits and entitlements.
The agency has also enacted a hiring freeze, with conditional offers for new hires now paused and potentially rescinded, according to agency insiders.

A CIA spokeswoman confirmed the buyout initiative, telling The Wall Street Journal that the move was intended to “infuse the agency with renewed energy.”

Last week, approximately two million federal employees were presented with similar buyout options, offering them financial incentives to step down as the administration moves to eliminate waste and restructure agencies nationwide.

The CIA does not publicly disclose its budget or the number of employees it maintains.
However, the agency’s internal changes are being closely watched, as the administration has already begun dismissing or sidelining hundreds of federal employees in its push to overhaul bureaucratic structures and install personnel who align with the president’s vision.
Following his appointment as CIA Director, John Ratcliffe delivered a direct message to staff, warning of a shift in focus toward more aggressive intelligence operations.
“To the brave CIA officers listening around the world, if all of that sounds like what you signed up for, then buckle up and get ready to make a difference,” Ratcliffe said after being sworn in.
“If it doesn’t, then it’s time to find a new line of work.”
Ratcliffe’s priorities include intensifying covert operations targeting drug cartels and countering China’s growing influence.
The new directives signal a move away from bureaucratic entanglements and toward more direct intelligence and counterterrorism efforts.
A CIA spokesperson reaffirmed this position, stating, “Director Ratcliffe is moving swiftly to ensure the CIA workforce is responsive to the Administration’s national security priorities. These moves are part of a holistic strategy to infuse the Agency with renewed energy, provide opportunities for rising leaders to emerge, and better position the CIA to deliver on its mission.”
The buyout program extends beyond the CIA, affecting federal agencies across the government.
Employees who wish to accept the offer have been given a short window to make their decision, with the current deadline set at just two days.
Those who opt in will receive their full salary and benefits for the next eight months and will be exempt from in-person work requirements until September 30.
President Trump has also ordered the return of all remaining federal employees to in-person work, ending the remote work policies that had been in place since the COVID-19 pandemic.
A memo sent to employees outlines the buyout process, instructing recipients to reply to the email with the word “Resign” to accept the offer.
The document also emphasizes Trump’s expectations for the federal workforce moving forward, stating that “the majority of federal agencies are likely to be downsized” and that “employees will be subject to enhanced standards of suitability and conduct as we move forward.”
The administration’s sweeping changes signal a major shift in the structure of the federal government, with a clear focus on eliminating inefficiencies, streamlining operations, and reinforcing national security priorities.
