The House Judiciary Committee is investigating allegations of political bias against conservatives within the Federal Bureau of Investigation (FBI). Committee Chairman Jim Jordan has issued a subpoena to Jennifer Leigh Moore, Executive Assistant Director of Human Resources at the FBI, after she refused to answer questions during her transcribed interview.

Jordan’s subpoena seeks testimony related to a whistleblower’s claim that the FBI has become overtly politicized against conservatives. The allegations include a “purge” of FBI employees with conservative views, retaliations against whistleblowers, and the revocation of security clearances for employees targeted for their conservative views.

The allegations were summarized in a report published by House Republicans on the Judiciary Committee in November 2022. The report included claims of political bias ingrained in the FBI’s leadership culture, such as a senior FBI official writing derisively about Trump supporters and an FBI attorney altering evidence in support of the FBI’s warrantless surveillance of a Trump campaign associate. The report accused FBI leadership and supervisors of actively purging those who hold differing opinions, while holding line agents to the standard of maintaining objectivity and rigor in their work.

The FBI responded to the allegations, stating that it recognizes the importance of congressional oversight and remains committed to cooperating with Congress’ oversight requests. The bureau said that Moore voluntarily answered questions from members and their staffs about the FBI’s security clearance adjudication process for several hours but did not discuss the details of specific individuals whose cases are still under review to protect the integrity of the process and the privacy of the individuals. The FBI noted that it remains fully committed to cooperating with Congress’ oversight requests consistent with its constitutional and statutory responsibilities.

Republicans initially sought Moore’s testimony in September 2022. In a letter sent to her, they said that they had received protected whistleblower disclosures that the FBI was engaging in a “purge” of employees with conservative views by revoking their security clearances and indefinitely suspending these employees. The letter stated that many of the formal notices for these adverse personnel actions had been signed by Moore. The Republicans also alleged that Moore had retaliated against at least one whistleblower who had made protected disclosures to Congress.

The FBI’s website indicates that Moore has worked for the bureau for almost 30 years and was appointed Assistant Director of the Security Division at FBI Headquarters in July 2021. Prior to that role, she served as the Special Agent in Charge of the Intelligence and Incident Response Division at the Washington Field Office.
