PORTLAND, OR – A 54-year-old Portland vagrant was quite literally given the “slap on the wrist” treatment earlier in September after police arrested the suspect for breaking into a woman’s home and attacking the homeowner, with the court ordering the suspect’s release from jail shortly after the arrest and the district attorney’s office reportedly dropping the charges.

On September 13th, Portland resident Kelsey Smith had quite the shock at her home located off of Northeast Halsey Street when she found a stranger laying down in her 10-year-old son’s bed.

Smith reportedly left her front door unlocked due to contractors coming in and out of the house that day, but she knew something was awry when her dogs started barking non-stop inside her son’s bedroom. When Smith went inside of the room, she at first thought it may have been her husband who was bundled up in a pile of laundry on her son’s bed – but she quickly learned it wasn’t.

Authorities say the woman who Smith found laying down in her son’s bed was a local vagrant by the name of Terri Lynn Zinser, who apparently has a lengthy arrest record.

Speaking with a local news outlet about the scary experience, Smith said, “I got closer, and I realized it was a homeless person, and so I immediately backed out of the room and sort of hollering at my friend on the phone that I needed help.”

Smith reportedly asked the suspect to leave the home, which apparently that request didn’t sit well with Zinser, as surveillance footage from inside of the home shows the vagrant picking up an ottoman and throwing it at the homeowner. Zinser reportedly left the home after attacking the homeowner, with police picking her up not long thereafter.

While Smith wasn’t injured during the incident, the experience was unsettling, with the homeowner saying, “It was really disturbing to have her curled up in my children’s room. I mean, the safety of this whole household just feels like it’s been upended.”

Zinser was booked into the Multnomah County jail under charges of first-degree burglary and harassment but was released from jail shortly after her arrest via court order. Records related to the case claim there is “no complaint,” signaling that the DA’s office isn’t moving forward with the charges.

This particular suspect has also been arrested on 15 different occasions related to criminal trespassing charges, as well as court records showing she has failed to appear before the court on 11 different instances. Despite all of the aforementioned criminal history and failures to appear, Zinser hasn’t been convicted fully of any single offense.

As for the rattled homeowner, Smith says, “Something has to change. I mean, something has to change. I hope that the city officials are doing something different than what they’ve been doing because it’s not working.”
