The United States “is at stake” because the Democrats “are bowing down at the altar of open borders” and refusing to grant President Donald Trump the border wall funding necessary to secure the nation, Fox News host Laura Ingraham said Thursday night on “The Ingraham Angle.”

Trump plans to sign the congressional compromise budget bill that landed on his desk on Thursday in order to avoid a second government shutdown this year.

The president is also expected to declare a national emergency on Friday in order to secure $8 billion in border wall funding to address the crisis.

The bill Trump received includes only $1.375 billion in border barrier funding — not the $5.7 billion he said was necessary to secure the country. Many Republicans are also frustrated by the provisions hampering immigration enforcement measures.

Democrats are planning to file legal challenges to Trump’s national emergency declaration once he makes it.

The “only card” Trump has left to play is the national emergency declaration, Ingraham said, because the Democrats “pushed him into this situation.”

Ultimately the Supreme Court would have to decide whether or not Trump exceeded his constitutional authority by declaring a national emergency and acting accordingly.

“This is not the way any of us wanted this to be done, and I’m really unhappy with a lot of what’s in this bill,” Ingraham said on Thursday night. “This is going to be the election year issue. We thought this was going to be settled. We thought it could be settled. But the Democrats are bowing down at the altar of open borders. This is a religion to them.”

Fox News political contributor Tammy Bruce substitute-hosted the show on Thursday night, but Ingraham called in to share her thoughts live and to discuss some of the details a White House source told her.

“I just got off the phone with a White House source [who] said that … they were really in a no-win situation here,” Ingraham said. “They had to sign this because if they didn’t, you know, pain [would be] inflicted on the American public [if there were another shutdown], pain inflicted in the way that we saw unfold before.”

But there is “a lot of frustration” in the White House “about these provisions that were slipped in [during] the writing process of this legislation,” Ingraham said.

“The provision which I’ve been tweeting about and speaking about on my podcast today, Tammy, is the provision that gives presumably — it seems like de facto shielding from deportation of any potential sponsor of any illegal immigrants who comes across the border,” Ingraham said.

But the Fox News host said she’s been “assured” that the Department of Homeland Security (DHS) “is going to be extremely stringent in the way they interpret that provision.” DHS “will not allow some wholesale de facto amnesty to be instituted through this provision.”

“And they are absolutely confident that they’re going to be able to get billions for this wall and build, you know, perhaps as much as 200 miles of the wall in critical places in the United States,” Ingraham added in part.

Rep. Ken Buck (R-Colo.) blasted the budget deal, telling Bruce on “The Ingraham Angle” that it “is not a bipartisan bill.”

“This is an institutionalist bill. This is a group of people that are doing their very best to thwart this president and to stop good American policy,” Buck warned. “They are stopping border security. They are hampering ICE’s efforts to make sure that this country is safer.” ICE is the U.S. Immigration and Customs Enforcement agency.

“So they are undermining our ability to protect Americans,” Buck added. “I think the national emergency in this case is the fact that Congress can’t act. That’s an emergency.”

Rep. Paul Gosar (R-Ariz.) told Bruce this bill “doesn’t help” border states like Arizona.

“It actually hurts us” because border security and immigration enforcement measures are “restricted,” Gosar said. “And I think this president was betrayed by a lot of people here in Congress.”

Ingraham also said that “Congress is responsible for this situation with the record number of people crossing the border.”

“I think the national emergency in this case is the fact that Congress can’t act. That’s an emergency.”

“When they say there’s no crisis, they’re lying to the American people,” she said. “This is our country at stake.”

It’s Democrats — not Trump — who are the ones that are “willing to inflict pain on the American public” by denying Trump the border security funding needed, Ingraham said.

“The president did not want to put the country through — and this economy through — the uncertainty of another government shutdown,” Ingraham noted. “It’s a terrible position for him to be in.”
