Former independent counsel Kenneth Starr isn’t comfortable with the number of Democratic donors that special counsel Robert Mueller corralled to investigate allegations of collusion between Russia interests and President Donald Trump’s 2016 campaign.

“I have great confidence in Bob Mueller as a person — so I’m in the school that Bob Mueller is a good and decent man,” Starr, whose own investigation led to former President Bill Clinton’s impeachment in 1998, said Monday on Fox News’ “Tucker Carlson Tonight.”

“But I must say … that when there are these kinds of charges or concerns about partisanship, the special counsel needs to respond to those,” Starr added.

Mueller has often been criticized by Republicans and conservatives about the more than a dozen registered Democrats and those who donated to Democratic candidates — including 2016 Democratic presidential nominee Hillary Clinton — he hired to investigate allegations Trump aides colluded with Russian interests.

Trump has also often targeted Mueller’s Democratic team members, dubbing them the “13 Angry Democrats.” Most prominent among the 13 is prosecutor Andrew Weissmann, who attended Clinton’s election night party.

“The 13 Angry Democrats (plus people who worked 8 years for Obama) working on the rigged Russia Witch Hunt, will be MEDDLING with the mid-term elections, especially now that Republicans (stay tough!) are taking the lead in Polls. There was no Collusion, except by the Democrats!” Trump tweeted in May.

Fox News host Tucker Carlson emphasized that “part of the function” of a special counsel “is to make people realize, make them believe that justice is impartial and, in fact, deliver impartial justice.”

“With that in mind, are you comfortable with the fact that Mueller seems to have hired exclusively partisan Democrats?” Carlson asked Starr.

Starr, who is promoting his new memoir, “Contempt: A Memoir of the Clinton Investigation,” replied, “No, I’m not, Tucker. And so I tell the story of why it is that we built in guard rails to make sure that there could be no fair and objective attack that the investigation was partisan.

“Of course the attacks came, but the attacks were very ill-founded. And I think that was part of what Bob Mueller was obligated to do. So I do have concerns about the people around him.”

Although Starr expressed his concerns about the Mueller probe’s credibility, he said he still supports Mueller because “there is a need for this mechanism.”

“But we do want honesty in government. That, in theory, is what this is all about,” Starr said. “I do applaud Bob Mueller for bringing the indictments against the Russian individuals and organizations. Those are powerful indictments. And I think they’re getting to the heart of what happened now, almost two years ago.”

Mueller indicted 12 Russian military intelligence operatives in July in connection with the 2016 hacking into the computer networks of the Democratic National Committee (DNC) and the Democratic Congressional Campaign Committee (DCCC).

“But I will also say this: Those indictments do not read about collusion. They read about unilateral action by Russian operatives to try to affect our election. I have serious doubt that there was an effect,” Starr added.
