The Hillary Clinton email scandal, replete with deception and half-truths, happened during the administration that once promised to be “the most transparent in history.”

Looks like that transparency thing didn’t turn out too well. In a recent ranking of the most transparent nations, the United States does not even make the top 15.

The Transparency International’s Corruption Perceptions Index ranked 168 countries all over the world from the least to most corrupt. The index is based on expert opinions and a wide range of factors dealing with a country’s government. Transparency International noted 64 countries had improved their rankings since their last report, while 54 fell lower on the transparency scale.

Here are the top five most transparent and the five least transparent — and, therefore, among the most corrupt — from Transparency International’s Corruption Perceptions Index.
