Former Clinton Foundation executive Doug Band complained loudly in 2011 about ethics rules he believed treated him unfairly and suggested they were the work of Chelsea Clinton, according to an email released by WikiLeaks on Wednesday.

The November 2011 email came in response to a memo circulated by Cheryl Mills, chief of staff to then-Secretary Hillary Clinton and an unpaid member of the Clinton Foundation board.

“How then do we go through an exercise like this and wjc doesn’t as he is far more conflicted every single day in what he does?”

Band chafed at restrictions placed on him and his company, Teneo, and argued that they paled on comparison to conflicts facing former President Bill Clinton and others at the foundation.

“How then do we go through an exercise like this and wjc [Bill Clinton] doesn’t as he is far more conflicted every single day in what he does?” Band wrote. “Why not apply the structure you set up for him to this situation?”

Band took a shot at Chelsea Clinton, using her initials.

“Cvc [Chelsea Clinton] uses office space to run a business so when I’m on the phone with brian williams [sic] and he raises her paid personal relationship and intertwines that with the foundation int [sic] wjc is doing on the book I just don’t think any of this is right and that we should be treated this way when no one else is only bc [sic] cvc has nothing better to do and need justify her existence,” he wrote. “It is as though we have done something wrong and a document like this only furthers that notion and thus, I’m not ok with it.”

It is not the only time hacked emails showed Band’s animosity toward the former first daughter. Previously, emails showed Band calling her a “spoiled brat kid” and complaining of “a kiss on the cheek while she is sticking a knife in the back, and front.”

Band said he presumed the memo sent by Mills was “to appease” Chelsea Clinton.

“But we all know what this is actually about and thus overeacting [sic], hurting the foundation, impairing teneo’s business etc,” he wrote. “Won’t end well.”

Band reminded Mills of a debate over whether Bill Clinton should be included in Teneo. “The notion that its built on him is ridiculous.”

Band wrote that the memo Mills circulated “misses the practical realities on how the place operates” and treats him and fellow Clinton Foundation alum Justin Cooper differently from everyone else — including Clinton. He noted that he and Cooper were technically not foundation employees but worked for Clinton Executive Service Corp.

He proceeded to detail conflicts of other foundation employees:

  • “Ira [Magaziner] runs Chai [Clinton Health Access Initiative ] and has been doing outside consulting work for years.”
  • Bob Harrison had a “ton of goldman stock and makes decisions on goldmans engagement/role in cqi.”
  • “Valerie [Alexander, chief marketing officer for the foundation] used office space of a donor in Chicago.”
  • “Bruce [Lindsey, chairman of the foundation board] was paid by his law firm for years and may still be”

Band expressed apprehension about raising money for the charity.

“But we could make it more official as advisers to it or something,” he wrote. “Otherwise, raising money for it would be odd with no connectivity.”

Band suggested that Teneo was being singled out.

“People sit on boards, for profit ones and not for profit ones,” he wrote. “I am sure there are many others we don’t know about.”

H added: “Everyone takes, everyone, except we are the ones who do everything back to him.”
