A former Guantanamo Bay prisoner was arrested in Libya and charged as a recruiter for the Islamic State during the same week that President Obama announced that 15 Gitmo detainees had been released.

Abu Nassim, whose full name is Moez Ben Abdulgader Ben Ahmed Al Fezzani, recently was apprehended in Libya as he reportedly was attempting to travel to Tunisia, according to Fox News Insider. In Tunisia, Nassim is listed as an ISIS commander and his name falls on the most-wanted terrorist list.

“Lincoln freed the slaves,” Peters said. “Obama freed the terrorists.”

The timing for Nassim’s arrest couldn’t have been more inconvenient for Obama – who has claimed that only a “handful” of former Gitmo prisoners ever actually return to their extreme ways – because he announced Monday that 15 detainees would be transferred from Gitmo to the United Arab Emirates.

“Lincoln freed the slaves,” retired Lt. Col. Ralph Peters said Tuesday on “The O’Reilly Factor.” “Obama freed the terrorists.”

This new prisoner transfer marks the largest single transfer that of detainees from Guantanamo Bay that has occurred under the Obama Administration. The transfer of the inmates, who hail from Yemen and Afghanistan, would leave Gitmo’s population dwindling at 61 inmates. When Obama first took office, 242 inmates were housed at the holding facility.

With this new move, Obama is one step closer towards fulfilling his vow of closing down Gitmo a year of taking office – even though he’s over seven years too late in fulfilling it entirely.

Nassim’s arrest certainly didn’t help Obama make his case. Arrested along with 20 other Islamic State supporters and recruiters in Libya at the time, Nassim is condemned in Italy as a top jihadist recruiter.

“In its race to close Gitmo, the Obama administration is doubling down on policies that put American lives at risk. Once again, hardened terrorists are being released to foreign countries where they will be a threat,” said House Foreign Affairs Committee Chairman Ed Royce, a California Republican, according to CNN. “I fear we will be dealing with the consequences of this recklessness for years to come.”
